Read and Write To External Devices

I am using custom design board using 80c400 it is designed with the same
Memory structure as Tini400 board with exception of using CE3 for additional
flash memory.
We also have external component connected to PCE0 the issue is that I can
easily write to our external devices and the /WR signal on the CPU is
changing but can not read from them and the /RD signal is not changing
state.  I have looked at the data sheet and I am missing what I need to do
can you help or give me a direction.
