boot loader delay

Hi
 
Using a TINI 400 and JavaKit, we experience a delay of about 25 secs before
the BootLoader message appears after power on.
This means the board appears 'dead' during this time. I've zapped all the
banks to make sure it is not related to any application.
Is there a possible explanation for this, or should we search the board for
a bad chip/connection ? (we are using a custom made board, derived from the
original)
