The function ID assignment features work correctly and I can't think of anything magic about ID=$B so there is probably some coding problem stopping correct operation.
The function IDs are assigned in the microcode source with a "function = $X" statement. If you can get this to work for ID $B than you should be able to get it to work for any other ID. Are you getting any assembler errors?
If you can, show code snippets from the microcode source where you specify the function ID, and from the C source where you write that ID to the CFSRn.
