it may be that your power-on reset is not being asserted long enough. If the MPC5xx device exits reset and the the PLL is not locked, it will startup on the limp clock which is approximately 11 MHz on the MPC56x devices (approx 7MHz on the MPC555).
 
generally, if you don't want to calculate it exactly, assert PORESET for 30 mS to insure that the PLL is locked and stable.

I now have disconnected my reset-cirquit and when i connect POWER ON
RESET to ground and disconnect it, it changes (CLKOUT) from 11mhz to
20mhz, the last one is the correct. MODCLK are all correct. XTAL is
also fine. So I believe that probably the reset-cirqiut is broken. I
should control the behaivor when disconnecting that on other cards, to
be real sure. Thanks for the help.
