Does TRST/ affect the clock.

Hi All We have some boards where the clock does not start. We see 310 msec of 7 MHz clock, then it dies. This board has TRST/ pulled up to +3.3V. The User's Manual says "The best approach is to connect a pull down resistor to TRST/, or to connect it to PORESET/ with a resistor." We are going to try this. Has anyone seen the clock die like this? Does accidentally getting into the JTAG mode "kill" the clock?
