Chris, I've never measured a signal's period via MIOS pins, but if you got the TPU UART function to work, why not leverage your TPU knowledge and use another TPU channel and the PTA function. This function will measure the high time, low time, or period of an input signal. You can choose to do a measurement over N periods, from 1 to whatever, and you can get an interrupt after those N periods have been measured.
