Thank you for replay, I read the PDMCR register from registers in CW compiler. That is showing the vale as 0xF0000000. Which means all the control and address lines are connected to internal pull ups. Then all the address lines must be behave like pull up but it is not happeming like that. Only some address lines are behaving like pull up. I have already tested my board there is no pull ups connected to Address lines. Please suggest me what will be the problem. Use the debugger to check the value of PDMSR before executing your code is another way to determine of the config file is writing this register.
