This is an abnormal condition, the application code should be structured
(possibly with added tests) so that it does not normally generate these
exceptions.  With that in mind, what the exception handler does depends to
some extent on the system requirements.

For our situation, we chose to have the exception handler set the result
register to 0.0; issue a warning to the operator/system log; and return to
the offending code.

FP Assist exceptions can still happen, this bit does not disable them.
