I don't have a list, but here are some of the main things:
 
1) system clock frequency - set pll to get your maximum possible speed.
This is typically 80 or 128MHz depending on the speed rating of your
part. Verify this by monitoring CLKOUT.
2) Run code (and stack, etc) from cache.  This is a two step process
that involves writing the L1CSR0 register to enable the cache, plus
making the memory page cachable by clearing the cache inhibit bit within
the MMU TLB for that page.
3) Set optimum flash wait states and prefetching by writing the flash
BIU control register (refer to latest errata information listing
required values).
 
Those are the main things, some smaller gains can be made by tweaking
the crossbar priorities, enabling branch target buffer prediction in the
BUCSR, using DMA where possible to replace interrupts, etc.
