We have resolved this issue with help from Allan Dobbin -
we were trying to write to CRAMMCR AFTER it had been locked
(CRAMMCR.LCK was set to "1").
CALRAM comes out of Reset enabled in "one cycle" mode.

I should have said that "even the CRAMMCR register had too many "1" bits
in it and could not be changed".
Moving the stack to CALRAM only required changing this very early in
setup - BEFORE CRAMMCR was locked:
