Using network switches

I have a Rabbit application that sends UDP broadcast packets on a
time schedule.

We have seen with most Ethernet switches, if they are power-cycled they
continue to pass the UDP broadcast packets after they reboot. But with 
others they no longer pass the packets until the other devices connected
to the switch are also rebooted. 

Do you think this has to do with the layer the switch supports? Most
switches we use are layer 2, and we haven't seen this issue with them.
A customer is using a switch I never heard of (CentraCom) and is
complaining. The customer doesn't know the type of their switch.
