RCM6700 short circuit

Hello Forum,
                    I am using a RCM6700 module, programming a circut mounted on a interface using a prototyping board. I noticed several strange shorts that prevent the circuit from working properly. When I connect the 5V power supply to the development board pins P0-PE7 are shorted to ground as well as a few others such as PE7. However, when I remove the power supply, these pins are no longer shorted. Can anybody please explain what is wrong and how to fix it?
