I agree. Also, you are using port 23 which is typically used by telnet. Any chance you have a telnet server active in your product? If not, anything else that could also be using port 23?

Have you tried 255.255.0.0 for the mask? It is quite common to see this on 10.x.x.x networks. e same on all devices on a given subnet so check what your PC is set for on the 10.x.x.x network.
