I just tested this on macOS (with the latest toolshed from the github
NitrOS-9 project) and it works for me:

% touch -t 198101010101 file.txt
% l file.txt
-rw-r--r--  1 tlindner  staff  0 Jan  1  1981 file.txt
% os9 copy file.txt new.dsk,
% os9 dir -e new.dsk

                           Directory of new.dsk,
 Owner    Last modified    Attributes Sector Bytecount Name
-------   ---------------  ---------- ------ --------- ----
  0.0     1981/01/01 0101   ----r-wr       B         0 file.txt
