It's a command line tool to manipulate floppy disk images. It is a Mame project. Usually distributed with Mame. Very similar features set to decb and os9. But includes support for many more kinds of filesystems. Mame also has floptool. Which is a newer tool, that does the same thing. I've never used it. I wrote DragonDOS support for imgtool. I don't know of any downloads for MacOS.
