Hi Mike,
    If you do not get a solution soon I can produce a schematic in less
than a week but would like to know what else you would  like to see in the
design.  The design could be just one IC on a PCB if you can find a MC6821
or MC6822 or some glue logic for a CS82C55Z.  Maybe you would like to
include serial UART(s) and/or PROM/Flash.
    Are you able to write the code to Send/Receive over a parallel port or
serial port?
    Look for a Deluxe RS-232 Program Pak.  I do not know of a parallel Pak.
