 Other problem: tcl doesn't respect DESTDIR setting, so whole
package could not be properly "staged" for package building, "tcl" try to
install itself directly to $(PREFIX).

 Same problem exists in ictl/* and tk.

 Also, "libgloss" doesn't respect DESTDIR.

 It could be patched, though.
