Any chance you are running Norton A/V?  If so, check out this little tidbit
that has bit me in the bottom on NUMEROUS occasions.

Those of you using Norton Anti-Virus (or
those that have friends that use this) might want to bookmark this little page.

The above link includes another link to the Microsoft webpage that deals
with this DOCUMENTED problem with Norton AV.

FWIW, I have also noted that other programs such as some of the Cable Modem
speed tweaker kind of things tend to mess with this parameter as well and
hose things up for the AT.  Let us know if this helps.
