of the sciences and education is and will be one of the cornerstones for=
all the inhabitants of our planet. Those who from the 1980 have been beh=
ind this issue have been direct and indirect witnesses of great breakthro=
ughs and some recoils. These ups and downs are due to exogenous or endoge=
nous factors, to the daily reality of the natural, formal, and factual sc=
iences. Many of those factors are beyond the control of all those scienti=
sts and professors, who, in a modest and honest way, collaborate in the d=
evelopment of the quality of life of all humankind.=0A=0A=0AAn evolution =
or revolution which dilutes narrows the digital divide (i.e. between user=
s with a paid access to non-original multimedia content through a set of =
ultra-modern mobile devices with AI; and users with a free access to crea=
tive multimedia content through a set of the classical non-mobile devices=
without AI) among the human beings whose theoretical and practical resea=
rch focuses on the cornerstones of the current population pyramid, as wel=
l as for the future generations oriented at the use of the latest interac=
tive technologies in the communicability and quantic-nanotechnological-se=
lf-sufficient era.=0A=0A=0AThis is an era in which the universities, for =
example, have focused on accelerating the statistic numbers of degrees is=
sued in relation to the registered students or the spot they take in the =
listing of the best colleges within and without their borders. In this re=
gard there have been a myriad measurement tables with different qualitati=
ve parameters sometimes contradictory with each other if one considers th=
e whole global village described by McLuhan. This phenomenon is an export=
ed fashion to the most remote corners of the planet, where the educationa=
l and scientific priorities, obviously, are totally different from the wi=
ld quantification of knowledge.=0A=0A=0AIf this tendency of scientific an=
d educational knowledge is established, it is important to ask some rheto=
ric questions such as:=0A=0A=E2=80=A2 Why in many industrialized countrie=
s are there so many university professionals in view of the high unemploy=
ment rates in situ?=0A=0A=E2=80=A2 What is the financial cost for the ori=
ginal communities of turning their nuclear / telecommunications / aerospa=
ce / industrial specialists or engineers, and so on, in teacher for inter=
face design, human-computer interaction, cognitive science, tourism, jour=
nalism, business administration, ebooks / digital libraries, information =
retrieval, recommender systems, embodied interaction; or their graduates =
in audiovisual, architecture, computer programmer, physics, mathematics, =
to mention a few examples, in experts of invalidity or autism; or the gra=
duates in fine arts, literature, etc., in pedagogues for robotics, electr=
onics, podcasting, medicine and marketing, among others?=0A=0A=E2=80=A2 H=
ow can it be achieved that the previous asymmetries and theoretical and p=
ractical detractions, whether it is in the training or workplace stage, n=
ot only do not have room, but are boosted in the new millennium, under th=
e alleged supervision of the educational and scientific authorities?=0A=0A=
=E2=80=A2 Who really controls the trends in the market of supply and dema=
nd in the local and international education university?=0A=0A=E2=80=A2 Ar=
e there mechanisms to detect the creation of educational and scientific m=
odels alien to the reality in which the different nations are immersed?=0A=
=0A=0AThis tiny set of questions, whether it is in a latent or manifest w=
ay, shows us the behaviour of millions of people daily. Questions that sh=
ould be enlarged as we talk about the modernization of the sciences and e=
ducation, as a kind of infinite semiosis, not only to grasp the current s=
tate, but also with a sight intent on the short, middle and long term for=
the scientific education of the future generations.=0A=0A=0AThe current =
international conference is intended to be an open space for the intercha=
nge of original ideas, valid theories, innovating experiences, results ob=
tained, learned lessons and future research works, in the educational, sc=
ientific and industrial field. The exchange of knowledge, training, resea=
rch and development in this triad encounter the following main and second=

ontributions.=0A=0A=0AThe ALAIPO and AInCI conferences, workshops, sympos=
iums, etc., are not a very big scale (thousands) and aim to promote dialo=
gue between established professors and graduate students working on new d=

ernization of the sciences and education, research and development, knowl=
edge transfer, computer information systems, new challenges in university=
/tertiary education, human and social factors, democratization of the sci=
entific information and the new technologies, original and creative conte=
nts for scientific learning, among others are welcomed.=0A=0A=0ALast year=
=E2=80=99s symposiums, workshops, conferences, etc., organized by ALAIPO =
and AInCI, for instance, included research works on the topics (see above=
list). An extensive listing connotes and reflects the requirement and al=
so skill necessary to find intersection zones of the disciplines among th=
e different domains, fields, and specialties; which at the same time pote=
ntially boosts and merges the formerly different scientific views.=0A=0A=0A=
=0A:: Very important !!! =0A=0A=0AThe AUTHORS CAN PRESENT MORE THAN ONE R=
ESEARCH WORK WITH ONLY ONE REGISTRATION (2 contributions). For example: P=
aper #1 and paper #2; paper and short paper; paper and poster ; demo and =

ipative peer review. These three kinds of review will support the selecti=
on process of those that will be accepted for their presentation at the i=
nternational conference. Authors of accepted research works who registere=
d in the conference can have access to the evaluations and possible feedb=
ack provided by the reviewers who recommended the acceptance of their res=
earch works, so they can accordingly improve the final version of their c=
