Release 0.13.0 of the SARL agent programming language

Dear Colleagues.


I am glad to announce the new major version 0.13.0 of the SARL agent program=
ming language.

Three major changes are provided.
1) Transition from Java 8 to Java 17: Java 17 becomes a minimal requirement.=

2)
Novel SARL Project Structure that will help SARL contributors to focus on sp=
ecific modules.
3) Integration of a Goal-oriented Behavior in the SARL API from typical vide=
o game applications.
