Surely there are agencies that I “get” IA, but I don’t know who they are. In addition to Dave’s comment, I would be watching out for clues as to weather or not they have achieved some kind of institutionalization – such as documented process. Do they talk of collaboration with other functional areas and teams. Can they articulate the value of bringing the IA to the project early on. What I could look at are some of these criteria: 1. Do you see people from those organizations speaking at conferences and otherwise participating in the organizing and support of the UX community? 2. Do you see people from those organizations sending people to conferences just as attendees? These are really questions to ask during the interview process. Don't just ask if they have an education budget, but ask what their individual development processes are. And fight for specifics. Don't fall for the old, but we dont' know how busy you'll be. Even you can be specific, about expectations in terms of what you expect from them. This has been more about the individual development side. The other side is about building a team w/ an internal knowledge base. Ask for that. What are the processes they use? how were they developed? What is their relationship to non-UX departments?
