It IS including product groups, but also agencies.

BTW, I find that product groups are much more influential than agencies
these days.
Apple & Google for example are setting the standard more more than anything
coming out of agencies.

But agencies are easier to track when it comes to process as agencies are
open and product groups are closed.

So if I had to choose agencies it would be:
Frog, IDEO, Antenna, Adaptive Path, Cooper
