Who can help my Mom?

Hi all,

My Mom runs a non-profit resource for integrated approaches to ADHD,
Autism, and other developmental delays in children.  Her website is
terrible, and her organization is suffering because of it. I have
given her some basic ideas of what she could do with it, but I don't
have the time, energy or resources to be the one to do it.  Call me a
terrible daughter, but this is a classic case of the shoemaker's Mom
has no shoes.

Anyway, what she really needs is someone to listen and get a real
understanding of her business, do a little brainstorming on overall
user experience, then build on the site IA I already started. Finally,
she needs someone to build a site around some kind of CMS so she can
update everything herself.  Budget is very small -- maybe $1500 tops
is my guess. She is scared of eLance and just got burned by someone
trying to use a template without first discussing any business needs
beyond graphic design.  She actually likes the idea of using a
template, but I am pretty sure she will need at least some
customization and information design, which she is convinced she will
never be able to afford.  

Anyone have any contacts and/or brilliant ideas? If it helps, I am
happy to act as translator and do some of the work, or not if that's
preferred.
