Competitions serve not only the individual members of the hosting
organization by providing examples and inspiration, but they also serve
their business affiliates by providing a marketing venue. Perhaps this
is the best driver for organizing such competitions. 

What seems to have happened with the competitions here in sunny
Massachusetts is that the previously all inclusive "technology" awards
have been split between marketing/communications and
software/infrastructure. In Boston, we have a state-level organization
(formerly MIMC, now called MITX) which has a yearly awards show. The
organization originally focused primarily on anything interactive (reads
as cd-roms, software, and websites). It seems the field has been
stretched too wide, and now we have two awards competitions. 

Important to remember that an application that has a browser interface
isn't a web site, it's software. Likewise, a desktop application
designed for marketing/branding doesn't compare to a transactional, data
manipulation, or infrastructure application. Hybrids abound, but they
should be easier to categorize if you look to the business drivers
behind each product. Akamai and nike.com don't belong in the same
competition, not just because they can't be readily compared, but
because they have different competition audiences.
