Issues surrounding the case are:
1) health care industry doesn't want to change, even with scrap of 98,000
deaths per year in hospitals of iatragenic causes!
2) health care industry is too cheap to spend money on developing good
systems.
3) probably waiting for a handout from the government to get additional money
to implement a good system.
4) People need well-designed training to learn how to use systems!
