Functionality is the use of technology on the site. Good functionality means
the site works well. It loads quickly, has live links, and any new
technology used is functional and relevant for the intended audience. The
site should work cross-platform and be browser independent. Highly
functional sites anticipate the diversity of user requirements from file
size, to file format and download speed. The most functional sites also take
into consideration those with special access needs. Good functionality makes
the experience center stage and the technology invisible. 

...So I assume they do peak under the hood to some degree. Regarding the NCI
web site, our redesign was constrained in many ways, and we didn't get to
change a number of elements including the technical underpinnings.
Personally, I'd like to see an evaluation of the coding with a
possible/probable move towards XHTML and CSS...though this is not my area of
expertise. Cheers!

Congratualations on the award.

I have a question about the contest. Was the HTML structure of the site 
taken into account in the review process? I am always interested to find out

whether how well something is constructed is taken into account, 
specifically how well it supports web standards like XHTML and CSS.

I noticed that the cancer.gov was laid out using HTML tables rather then CSS

based layout. Was there a reason for that?
