This is the addition of one single file to the existing ones, and before I go 
any further, there are several pressing technical issues that it would make 
sense to sort out now:

1: What do we call the cross desktop version? (and KDE folks, what do we call 
the cross desktop + KDE content version?  Looking for an actual <title> here.

2: Who are we? KDE deprecates the use of "The KDE team" type names as an 
author because it muddies the waters when it comes to copyright ownership and 
later licensing questions.   This is more or less mitigated by a 
comprehensive credits section, but that still leaves exactly who is the 
author of this document.  "The XDG Usability Team" ?

3: An abstract.  Someone far less verbose than me, please write a *short* one 
paragraph abstract of what this document is (this is just something KDE puts 
on the title page, and GNOME doesn't, or I'd have stolen the existing one.)

4: The tricky one.  What is the largest sensible division that you think 
people here could possibly agree on as a group?   This is going to be 
quickest to get going, one topic per file.  Currently files are per chapter, 
that's far too much to discuss at once.  

I suspect smaller sections are going to be more useful, I further suspect what 
is now <sect1> size is about right to break it up.  Conveniently for those of 
you not so fond of DocBook as me, I won't make you read the source to see how 
big that is.

Whereas GNOME's break at one HTML page per chapter, KDE's break at one HTML 
page per <sect1> - even for those of you broadly familiar with the 
HIG-as-it-is-now, a quick glance at the URL above should give you an idea if 
each HTML page is around about the sensible amount of content to work on at 
once.
