Are you changing the permissions in Ansel or in Horde?  I know that in 
order for users to get to Ansel without logging in, you have to allow 
Guest the  Read and Show permissions.  To check that, go to the 
Administration menu of Horde 
(http://www.foo.com/horde/admin/perms/index.php) and see what you have 
set.  I created a child permission of All Permissions for ansel that has 
nothing for Default, Show+Read for Guest, everything for Creator and 
then selected other perms for users and groups.
