You probably have "Pretty URLS" turned on in the General tab of  
Horde's configuration, but don't have the appropriate rewrite rules  
activated on your server. Either use GET based urls, or add the  
supplied .htaccess file (or lighttpd-ansel.conf file) to your server  
config.
