David... to start off can you log into the sql server as user horde?

Did you give horde as password using mysqladmin?

>From a bash shell, (you are on linux right?) of a dos prompt whatever....
try something simle like logging into MySQL as horde.

"mysql --user="horde" -p horde"

What does it say?

What's confuding here is:

$conf['auth']['params']['username'] = 'root';
$conf['auth']['params']['password'] = ' ***';

But the message you get seems to be for horde trying to log in.

HORDE [error] FAILED LOGIN for horde to horde [on line 44 of
"7var/www/html/horde/login.php"]
