I found the problem. It's a problem with NetBSD's setlocale > function. I disabled the call in Subversion and now I can browse OK. In NetBSD, the implemented locales for en_CA are en_CA.ISO8859-1 and en_CA.ISO8859-15. To use en_CA, one should create a soft link to either en_CA.ISO8859-1 or en_CA.ISO8859-15.
