In NetBSD, the implemented locales for en_CA are en_CA.ISO8859-1 and 
en_CA.ISO8859-15.

To use en_CA, one should create a soft link to either en_CA.ISO8859-1 or 
en_CA.ISO8859-15.

Same thing for en_US and other languages/countries
