For me (this is largely subjective):
1. download and install horde
2. configure apache to have the horde dir as alias /horde/
3. download and extract chora into the hoard dir
4. configure horde, configure chora

If you want more detail, read the INSTALL docs.
One important note is that I fought with horde authentication until I 
setup chora as auth-less. Then everything worked (albiet one bug w/PHP5).
