Chora H3 and CVS

Hello,
I'm using Horde 3.0.6
Chora H3 (2.0.1)
CVS 1.11.21
PHP 5.0.4
Apache 2.0
RCS 5.7

Here is the error I get when I click on "Diffs to version " or "get diffs" 
of unified type:

RCS file: /home/cvs/test/duane.html,v
retrieving revision 1.1
co: not found
rcsdiff: /home/cvs/test/duane.html,v: co failed
here is the url that produces the

ideas as to what is causing my problem? Thanks in advance for any
