  Merge newapi branch with HEAD/master
  
  Obviously, details still need to be worked out.  But this code has been
  stable on my machine for almost a week now and gives a reasonable place
  to move into the future.
  
  TODO:
  Figure out how to call the Horde application API methods - for now using
  Horde_Registry::callAppMethod() but this is still being worked out.
  
  Re-add services/types information. This is not a showstopper for moving
  forward though since the only code that uses this (SOAP) is broken
  at the moment.
