the purpose of History

I am wondering what the history table does. I can see that it contains
references to basic operations in the various applications, like a message
FORWARD in imp or a todo CREATE or DELETE in nag. I also notic the
operations in Horde_History, complete with methods for record deletion.

Only -- what is the purpose of the history mechanism? Legal interception?
Data coherence? Synchronisation points? Is there any support for reading
out the history on a user surface level?
