thanks a lot for you input.

You're absolutely right about config.local.php, prefs.local.php and
prefs.php. When I started this project I did not know or care about the
local.local.php mechanism and just followed the general warning not to
change prefs.php

To make a long story short: the problem was quite subtle, I used keyword
'default' instead of 'value' in prefs.conf.

I noticed that and was wondering how values from prefs.conf are read into
the GLOBALS['prefs'] variable. After messing around with
/usr/local/share/pear/Horde/Registry.php and a few other files I still have
not quite understood the mechanism and how it did not warn me of the
problem (see above).

I took the liberty of filing a RFE although this might be viewed as an
individual case
