File Manager Icon Missing

Hi,

I am using Gollem 1.0.2 with Horde 3.1.1
after configuring the backend, (i commented every other config except for the local ftp), and completing the configuration in horde, the file manager icon only shows in the account that has administrative right, all other ordinary users don't see the icon. as soon as i change the rights of an ordinary user to administrative, the icon shows up and the file management works fine. i have looked all over the files in horde and gollem for a place where i can set (or unset) who sees the icon but to no avail, i have googled for the problem, and the only result that resemples it is someone that says he had to recreate the database. since i set up the database, i have not accessed it except through horde, so i dont know what to recreate, what am i missing? please help.
