this setup should do what you want:

- create three horde groups admin, generic_users, vfs_only_users (names just 
suggestions, I call them site_admins, site_powerusers, web_users, 
restricted_users)
- create top-level permissions for every installed horde app in the 
admin->permissions screen
- deny all top-level permissions to "All Authenticated Users".
- set proper top-level permissions to "Groups"->vfs_only_users and/or set 
appropriate permissions for each individual backend (I like to restrict 
access by default and grant explicitly where it fits)
- Deny all other permissions to this group's users. You might need to allow 
some permissions in the "horde" main app though.
- set proper permissions for your generic_users and admins
