Another Jail Question

Can someone tell me ( using the FILE-type driver ) if it is possible at ALL to have a dedicated admin user 
who sees everything ? I sucessfully managed to lock people in downwards; using FTP is not an option.
The example I found on the web didn't work nor did I completely! understand.

I can think of a dedicated, 2nd File-Type backend for admin usage, but I cannot figure how to do that, does anyone have
an example for this ? ( Besides this I dunno if it's possible at all, I'm pretty new to horde ). Not mentioning the prefs
system I'm  still not familiar with.
