No "Purge Deleted" button in "Other" menu with use_trash not set

Hi,

do you have an idea what imp can prevent from to show the "Purge 
Deleted" button in "Other" menu with preferences having use_trash not set?

This works correct for me and the majority of other accounts, but for 
some people it behaves this way.
