Hello,
The link you gave comes up as a 404 error.
horde/services/prefs.php?app=imp&group=composetemplates
Please check the spelling and resubmit.

Why not return to the older version of Horde which worked perfectly  
for my drafts. You could easily add a button "Keep original draft  
after sending".
