Thanks for the update.
With this update and the details you gave me, and the 
http://www.horde.org/apps/horde/docs/TRANSLATIONS documentation, i now 
have a correct French version on my horde 5.1.6 / Ingo 3.1.4 server.

Steps I followed :
  - cd  /usr/local/src/
  - wget 
http://laurent.foucher.free.fr/horde-translation-fr/horde-translation-fr-2014-07.tar.gz
  - tar xzvf horde-translation-fr-2014-07.tar.gz
  - cp 2014-07-21/imp/locale/fr/LC_MESSAGES/imp.po 
/$MYHORDEINSTALLPATH/imp/locale/fr/LC_MESSAGES/imp.po
  - cp 2014-07-21/ingo/locale/fr/LC_MESSAGES/ingo.po 
/$MYHORDEINSTALLPATH/ingo/locale/fr/LC_MESSAGES/ingo.po

horde-translation make -m imp -l fr
horde-translation make -m ingo -l fr

Apache restart, "et voilà".
