Ok, found it, framework from 2006-01-03 works, while 2006-01-04 doesn't.
The diff between them shows change in NLS/NLS.php version 1.98 to 1.99  
(ut in Chora the version says 1.99 - 1.100)

I had $nls['defaults']['charset'] = 'UTF-8'; in config/nls.php
so that explains it.

update about what show right and not
good render:
stories/index.php and stories/view.php
bad render:
delivery/html.php and block "Feed"

Where to go from here?
