Yes, both UTC items are set to true in the config.
$conf['calendar']['params']['utc'] = true;
$conf['resource']['params']['utc'] = true;

setting timezone to true in Horde/registry.php fixes the problem, Is  
there some other config setting that I should be setting vs. changing  
registry.php?
