Date_Holidays_Germany is indeed broken and there is an open bug in
their tracker

http://pear.php.net/bugs/search.php?cmd=display&package_name[]=Date_Holidays_Germany

The part in the file reads as hex:

0000940: 6174 696f 6e22 3b73 3a33 333a 2249 6e74  ation";s:33:"Int
0000950: 6572 6e61 7469 6f6e 616c 6572 204c 696e  ernationaler Lin
0000960: 6b73 68c3 83c2 a46e 6465 7274 6167 223b  ksh....ndertag";

and

c383 =   LATIN CAPITAL LETTER A WITH TILDE (U+00C3)
c2a4 =   CURRENCY SIGN (U+00A4)
