What's the deal with SAM?

So what's the deal with this module?

There is no information at http://www.horde.org/sam.
There are no packages at http://ftp.horde.org/pub/sam.
There are files in the CVS repository but there is no conf.php even thoug=
h the
doc states to make changes to it.

What does it do, how does it work, and how do I get a copy of it.
