PATCH for Default values settings on first time

With this patch user has ready default values(if those are set in Horde 
Configuration of Spamassassin -> conf.xml -> conf.php) until he save his own, 
then are use just those and there are no more problems like Defang Mime always 
on etc.

Also now will be really easy to add option to reset values to some defaults(I 
will probably try to finish that) .
