forwards issue: blank page when accessed - no logs

I have a working horde/imp installation.  I am added forwards to the
mix.  I have a config in place with an FTP server that is accessible. 
When I click on the 'forwards' link in the menu, i get a blank page. 
No errors in horde.log or in apache logs.  Where do I go from here?
