Perhaps the files haven't the good rights.
Who is the owner and what are the rights on the directory 
/usr/share/horde3/passwd/config/ ?
You can see that by doing
ls -l /usr/share/horde3/passwd/config
The owner should be your webserver (apache or www-data...) and you must 
have the permission to write in your directory (something like drwxr-xr-x)
