Check that passwd/config/conf.php exists, and has at least read
permissions for the web server process.

If you want to use the web admin pages to generate the file, you will
need to make sure that passwd/config/conf.php exists and has read AND
WRITE access for the web server process, and that the parent directory
has at least read access for the web server process.

Either it doesn't exist (you can create an empty file for now, then
create a new one via the admin interface), or the permissions won't
allow the web server to see it.

If you haven't, you should at least go into passwd/conf/ and copy all
the *.conf.dist files to the same name but ommiting the .dist from
the end (e.g. prefs.php.dist -> prefs.php).  You need to do this by
hand, not via the admin interface, AFAIK.
